FYI Tidbits – ‘Insourcing’ effort still under fire despite Pentagon’s gradual retreat from plan

The Pentagon in recent months has gradually backed off its controversial effort to move more contracting work into the government — a policy known as “insourcing” — but the effort is still raising the blood pressure of some in industry and at area think tanks.
As part of a larger Obama administration effort, the Pentagon in 2009 vowed to hire thousands of civil servants to replace contractors and particularly to beef up its acquisition workforce. The Defense Department called for insourcing in cases in which a job was “inherently governmental,” or a function that should be done by federal employees.

Qualifications and Education: Required skills: Current TS/SCIIHCS/G clearance; knowledge of a full-range of concepts, principles, and practices in threat finance intelligence analysis and skills in applying this knowledge to difficult, multi-agency work assignments; develop new or modified work methods, innovative approaches, and alternative uses of new or available data sources; four or more years of experience in financial analysis / financial investigations with some experience in general military analysis; understand the Intelligence Cycle and analytical frameworks, principals and methods; working knowledge and previous use of analytic tools and exposure to counter-insurgency doctrine and methodologies.

CyberPatriot is the nation’s largest high school cyber security competition and the ultimate cyber game! Competitors get to control computer networks, learning to defend and protect computer systems from cyber threats and potential hackers. Established by the Air Force Association, this program provides students hands-on learning about technology, emphasizing teamwork and leadership, and exercising critical-thinking skills.

A CyberPatriot team consists of two to five students and a coach, but neither coaches nor students need any special technical background. CyberPatriot provides the training materials needed to prepare a team for a successful competition.
The early rounds are conducted online from the teams’ home location. The competition has a tournament-style tiered structure, so teams are advanced based on scores each round until the top five teams are identified. Those top qualifying teams then receive an all-expenses-paid trip to the CyberPatriot National Championship Competition held in the Washington, DC area, in March 2012.
The only cost to teams is a $350 entry fee which provides access to the software, participant materials and travel expenses for teams qualifying for the finals. CyberPatriot IV is now inviting students from ALL U.S. high schools or accredited home school programs to participate. Public, private, parochial and home schools register in the Open Division, while Junior ROTC units of all Services and Civil Air Patrol squadrons register in the All Service Division.
